Test Management Program Manager

Location: Pasadena, CA

Top Daily Responsibilities:

• Contribute subject matter expertise to the development of an end-to-end test strategy and plan, and program manage its successful execution across multiple projects, applications and regions, ensuring effective coordination and alignment as well as appropriate handling of dependencies.

• Manage IT PMO level scope, schedule, budget, resourcing, project delivery alignment, and cross workstream, cross-portfolio, national and regional dependencies, issues, and risks.

• Develop, monitor, track, and report on IT PMO level work estimates, work breakdown structures and consolidated workplan for initiatives that involve multiple related projects or workstreams.

• Establish and promote appropriate change management/change control discipline across the program areas, ensuring alignment with other Health Care Reform projects; includes tracking and managing IT PMO level change request pipeline, impact assessments, and decisions in coordination with Business PMO, Business teams, national and regional application delivery teams, and IT support groups.

• Establish and maintain appropriate level of communication with business and IT teams, including project stakeholders and sponsors while managing expectations.

Experience Level: 10 - 15 years in IT and 7 -10 years as a hands-on IT Project or Program Manager

Educational Requirement: Undergraduate degree in Computer Science, MIS, Engineering, or other technical discipline is preferred in addition to PMP certification. An advanced degree would be a plus.

Required Skills:

• Hands-on experience with test strategy, test planning, and end-to-end test management in a large, complex program setting involving many applications with dependencies upstream and downstream, external vendors, and national and regional components.

• Proven track record of successfully managing the implementation of highly complex, large-scale business application systems involving both vendor and in-house developed solutions on mainframe, client/server and web-based platforms at a national and regional level.

• Proficiency in managing project schedules, deliverables, and budgets.

• Proficiency in assessing, communicating, managing, and mitigating risks and issues.

• Proficiency in working effectively in a highly matrixed and/or remote team organization.
